Sport has always traded in the currency of uncertainty. That misjudged offside, that phantom touch in the box — these moments of human error were, for decades, part of the emotional architecture of the game. They gave fans something to argue about, pundits something to analyze, and players a justification for defeat.
That arrangement, messy as it was, had one stabilizing property: it was legible. Everyone understood that a referee could make a mistake. The call was final. The game moved on.
Then came the Video Assistant Referee (VAR). Built on the premise that technology could eliminate ambiguity, it promised a new era of deterministic justice. Every goal would be verified. Every offside would be measured to the millimeter. The system would be, to borrow a term from my field, “immutable.”
But as the Brazilian legend Zico’s recent accusations of a “rigged” World Cup match remind us, importing a verification layer into a fundamentally subjective process does not solve the trust problem. It simply relocates it.
From my years auditing financial systems and later designing DAO governance frameworks, I have seen this pattern repeat across industries. The assumption is always the same: that more data, more rules, and more oversight will lead to better outcomes. But every audit trail has a human at its end. Every governance parameter is set by a committee. And every VAR decision, no matter how many camera angles it draws from, is ultimately interpreted by a person in a booth.
The Oracle Problem, On the Pitch
In decentralized finance, we call this the “oracle problem.” A smart contract cannot know what happened in the real world on its own. It needs an oracle — a trusted data feed — to tell it the price of an asset, the outcome of an event, or the state of a market. If the oracle is corrupted or compromised, the entire system that depends on it becomes unreliable.
VAR is an oracle. It provides a real-world data feed — “did the ball cross the line?” — to a human decision-maker. The technology itself is neutral. High-speed cameras do not lie. But the selection of which camera angle to prioritize, the frame at which to stop the video, and the judgment call on whether a player’s armpit was offside — these are subjective decisions made by the oracle operator.
Zico’s charge of “rigging” is the ultimate expression of oracle failure. Whether the accusation is true or not is almost beside the point. What matters is that the perception of manipulation now exists. In a system that was supposed to eliminate doubt, the doubt has simply been transferred from the referee’s whistle to the VAR operator’s monitor.
The Governance Gap

Protocols that have tried to automate every decision, eliminate all human intervention, and build a fully algorithmic governance system have, almost universally, hit a wall. The reason is simple: human judgment cannot be entirely coded away. When a governance proposal passes that transfers a major treasury asset at a market price the community disagrees with, the ensuing debate is not about the code. It is about the judgment call embedded in the code.
The pursuit of absolute certainty is itself a source of instability. A system that claims to be perfect invites scrutiny that a fallible system does not. If a human referee makes a mistake, we say “that’s football.” If a VAR system makes a call we disagree with, we say “the system is rigged.” The frame has shifted from tolerating the inevitability of error to suspecting the intentionality of design.
What Blockchain Can (and Cannot) Do
Zico’s accusation has inevitably led to conversations about whether blockchain technology could solve this problem. The argument is seductive: put the VAR footage on-chain, make the review process transparent, and allow a decentralized group of validators to confirm the decision. In theory, this removes the single point of failure.
In practice, I am skeptical. Code is the only law that holds. But the input to that code — the raw video data, the decision of which frame to select, the judgment about where the line begins and ends — remains inherently subjective. A blockchain can verify that a certain piece of data was submitted at a certain time. It cannot verify that the data was interpreted correctly.
What blockchain could do, however, is provide the second layer of governance: the audit trail of the oracle itself. If every VAR decision were recorded as a set of on-chain parameters (angle selected, frame time, line position, operator ID), and those parameters were publicly auditable, the entire decision-making process would be visible. A controversial call would no longer be an opaque event. It would be a set of data points that anyone could analyze to determine whether the procedure was followed correctly.
This does not eliminate disagreement about the call itself. But it changes the nature of that disagreement. Instead of “the system is rigged,” the conversation becomes “the operator applied the rule incorrectly on frame 47.” That is a fundamentally different — and more productive — argument.
The Hidden Trust Deficit
The real problem Zico’s accusation reveals is a structural trust deficit that goes far beyond this single match. It points to a growing gap between what institutions claim their systems can do and what their users experience.
When I was building the governance layer for AI-driven DAOs in 2026, we faced a similar challenge. The agents were executing thousands of transactions per minute. We needed to verify that none of those transactions were predatory or off-policy. Our first instinct was to build a fully automated audit system. But we quickly realized that if the audit system itself became a black box — a “VAR” for AI actions — we would simply be creating a new trust problem.
Our solution was to make the audit system transparent in its opacity. We published not just the results of the audits, but the parameters the audit algorithm used. We invited external validators to run their own simulations against our system and propose improvements. A system with high second-order trust can survive individual bad decisions because people believe the process will correct itself over time.
The damage Zico’s accusation does is to second-order trust. It attacks not just a single VAR decision, but the integrity of the entire VAR process. If the process is rigged, then no future decision — however correct — can be trusted.
This is the fragility of engineered trust. When trust is built on claims of infallibility, a single failure brings the whole edifice down. When trust is built on transparency and the expectation of fallibility, each controversy becomes an opportunity to demonstrate the system’s resilience.
The Path Forward
If I were advising FIFA on how to handle this crisis, I would not propose a technological solution. I would propose a governance one.
First, make every VAR operator publicly identifiable. Accountability is impossible without attribution.
Second, publish the full decision-making process for every review. The audio, the video feed, the timestamps of each frame considered.
Third, establish an independent appeals body — not controlled by the league or the governing body — that can review controversial decisions and publish its own analysis.
Fourth, accept that some ambiguity will remain. A millimeter offside is a call. Not everything can be resolved to everyone’s satisfaction. The goal is not to eliminate disagreement. It is to ensure that disagreement is about the call itself, not about the integrity of the system.
Governance isn’t a consensus. It’s a verification. The value of a governance system is not in its ability to produce unanimous agreement. It is in its ability to produce decisions that the participants accept as legitimate, even when they disagree.
Zico’s words will fade from the headlines. But the vulnerability they exposed will not. Every system that promises certainty without transparency is a system waiting for its crisis. The question is not whether that crisis will come. It is whether the system’s architects have built the governance structures to survive it.
The Final Verdict
We are living through a global crisis of trust in institutions. From elections to sporting events to financial markets, technology has been offered as the cure. But technology alone cannot produce trust. It can only produce data. Trust requires a human layer — a governance layer — that processes that data with integrity, transparency, and accountability.
Verify everything, trust nothing. Build the systems that make verification possible. Then, and only then, does trust become something you earn rather than something you claim.
If Zico’s accusation does nothing else, let it serve as a reminder that the technology that promises to save us can just as easily become the technology we accuse of betraying us. The difference is not in the code. It is in the governance of the code.
That is a lesson the blockchain industry, the sports industry, and every other industry that worships at the altar of technical certainty would do well to remember.
